Send enrollment codes through SMS

Context

In response to client feedback, SMS has been added as an additional delivery channel for enrollment codes. This will supplement our current email and letter options.

The SMS option will be available during both code generation and invitation creation. The required phone number will be sourced from Active Directory and can be edited. Upon selecting SMS, the code will be transmitted via text message to the specified number.

A new template for the SMS was created. The template it is by default not active. Enable it from Settings / Messaging / SMS templates - ENROLLMENT_CODE.
